The Ecolitan Operation

OK, how do I put this? The story is well written. L.E. Modesitt is a good wordsmith. However, I couldn't quite warm to the morally grey main character. He is smart, very competent, seems to be an alright guy with principles. But, he sometimes does terrible things because, ... well ... that is his job or he thinks that those things need to be done.
