Why?

This book started off so great. For the first fifty pages things kept happening and there was not much pause in anything. Then the inciting incident drove the pace down so slow that a snail could have passed it. It's dry, too much explanation of - so far - irrelevant world building and everyone is constantly in the midst of some overblown emotion. sigh And it started off so well...
