Romance of the Three Kingdoms IV

As a ruler the player must keep the fragile balance between the economy and the military. The player's choices on how many people to draft, how much food to dole out, and whether to fight or bribe opponents will determine whether it will help or hinder the player's ruler status. Bitterly defeated or victorious champion, which one will it be?
