At St Petersburg, he was entrusted by Empress Dowager & Nicholas II to send a back up of peace offering letter to Japanese Emperor Mikado. Mr V empowered by the Russian Emperor with authorisation to act on behalf of Russia; in case of original courier of this letter never reached his journey. In Tokyo, he been engaged by Japan as their secret agent leading to his adoption as Prince of Japan.
