The Mountain in the Sea

I read this for the sentient octopuses, but I got very little of that. Instead I got some weird AI plot that makes very little sense (not very sci-fi at all) incl. a (political?) race to own this new technology that may or may not need the octopus study results...

This was not at all what I expected. I liked the first 3rd but then it all fell apart.
